Sheffield Wednesday Deals with a 'Significant Problem', States Independent Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The team's ongoing struggles are seen as a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman David Kogan has announced.

In a wide-ranging interview, the chairman, who was appointed on Monday, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporter groups associated with the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on multiple instances, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the great brands for English football and this week we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations referred to us if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in March and May caused limitations by the league officials in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the supporters."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"However, realistically, when you review the record of the sport, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the remarkable development accomplished might evaporate incredibly quickly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has been invested for the past two decades, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I completely endorse the success and growth as an economic entity of the elite league.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But at the same time, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a considerable comfort."

Political Connections

Kogan is still facing a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The official provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any type of partisan engagement."
