English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that six out of ten of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of playing fields and open spaces to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for the authority, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to increase council taxes next April to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week also found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of difficulties confronting municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
